One flow for many cities
Search several cities, or take the city from the request.
Put several cities in the Area of interest and each is searched. Or write {{city}} as the city and the flow takes it from each webhook call, so one flow answers for any city your system sends.
For a list of cities that changes, keep them in a table in My data and start the flow with New rows.
