New block: Terrain and elevation

• Terrain and elevation says how high each of your places sits and what the ground around it is like: the height above sea level, the slope, which way it faces, and whether it sits above or below the land around it, in plain words such as low-lying, hilltop, valley floor or flat.
• Put a Filter on Elevation or Slope after it. Two new templates: warehouses on low ground before the rainy season, and flat ground near substations for solar farms.
