Groups (Team page): named sets of people, such as a sales team or a city office. Share a flow with a whole group from its Share window; people added to the group later see it too, and people taken out stop seeing it (unless it was also shared with them directly).
Custom roles (Team page): a member with some things switched off: deploying or pausing flows, running for real, sharing by public link, adding their own connections, deleting flows. Give a role to someone from the role list next to their name.
